School Community Councils (SCCs)

Specific duties of SCCs are provided in The Education Act, 1995 (section 140.5) and The Education Regulations, 1986 (section 3.92).  In general, the Act and Regulations require SCCs to:

  • facilitate parent and community participation in school planning;
  • develop a good understanding of their community, including its needs, resources, supports and aspirations for student learning and well-being;
  • cooperate with school staff to develop and accomplish school-level Learning Improvement Plans;
  • communicate annually with families and community members about their activities and accomplishments;
  • account publicly for money they spend related to their operation;
  • participate in orientation, training, development and networking opportunities in relation to SCC responsibilities;
  • maintain confidentiality; and,
  • comply with The Education Act, 1995, The Education Regulations, 1986 and the policies of its board of education.

In addition, as outlined in the The Education Regulations, 1986, SCCs may provide advice and recommendations to:

  • boards of education (regarding policies, programs and educational service delivery, including fund-raising, school fees, pupil code of conduct, grade discontinuance, school closure, religious instruction, and language of instruction, but not educational service delivery by a specific teacher);
  • school staff (regarding school programs); and,
  • other organizations, agencies and governments regarding the learning needs and well-being of students (but not individual students).

SCCs do not discuss or have access to confidential personal information or complaints about students or their family members, teachers, administrators or other board employees.

Boards of Education

The roles and responsibilities of boards of education in relation to SCCs are provided or implied within a number of sections of The Education Act, 1995 and The Education Regulations, 1986The following list is provided for the convenience of boards of education and school division administrators in understanding their roles and responsibilities in relation to SCCs.  Board members and administrators should consult both the Act and Regulations for a full understanding of board duties and powers in relation to SCCs.  It is recognized that in many cases, the board may formally delegate day-to-day responsibility to administrators within the school division.

In general, the board of education is responsible to:

  • establishing a SCC in every school in its division (except where the Minister of Education has approved an amalgamated SCC);
  • recommend to the Minister of Education the amalgamation of more than one SCC or separation of any amalgamated SCC, if petitioned by the SCC(s);
  • appoint a senior administrative employee of the school division to be responsible for each SCC.  (Some school divisions have one person responsible for all SCCs, while others have made it part of the responsibilities of several people);
  • provide orientation, training, development, and networking opportunities for SCC members;
  • invite local First Nations to identify individuals who are willing to represent the First Nation on the SCCs (for schools where students who live on-reserve attend the school) and, if practicable, appoint respresentative(s) to the SCC;
  • approve the constitutions and any subsequent amendments to the constitutions of SCCs; and,
  • establish and approve policies and procedures respecting the formation, membership, elections, responsibilities and operation of SCCs.  While the Act and Regulations address each of the following responsibilities separately, many school divisions have created one policy/administrative procedure to address all of the following responsibilities of the board:
    • determining the geographic area for each SCC;
    • determining the maximum total number of members for the SCC (elected and appointed);
    • determining the number of "elected" members (within the 5 - 9 required by the Act) for the SCC;
    • appointing required and other appointed members to SCCs (including interim appointments if a vacancy occurs during the term of an elected member);
    • providing for the nomination and election of SCC members;
    • appointing an employee of the school division, other than any member of an SCC, to be the returning officer for the election of members for the SCC.  The returning officer will follow responsibilities set out in the Regulations;
    • establishing guidelines for any funding assigned to SCCs; and,
    • providing guidelines for SCCs in relation to the powers set out in the Regulations, including providing advice and recommendations to the board of education, school staff and other organizations, agencies and governments regarding the learning needs and well-being of the student body in their schools.
