On February 14, 2005, the Minister of Learning announced the appointment of the Local Accountability and Partnerships Panel.  The Panel's task was to recommend a framework for local accountability, community involvement and partnerships at the school level to ensure that parents and communities have a strong voice in both their schools and the newly restructured school divisions.

On September 26, 2005, the Local Accountability and Partnerships Panel submitted its report to the Minister of Learning.  The Panel provided recommendations for enhanced parent and community participation in schools, and a provincial framework for local accountability for Kindergarten to Grade 12 Education.

On November 8, 2006, the province introduced new regulations that further defined the operations of school community councils to ensure parents and families are directly involved in their children's learning.  Amendments to The Education Act, 1995 that established school community councils were proclaimed in legislation on May 19, 2006.
