Since 2006-07, funding has been included in the basic per pupil funding recognition provided to school divisions.  The funding, approximately $56 per student, provides for the establishment, implementation and administrative support of SCCs including:

  • the designation of a senior school division administrative person to be responsible for providing advice, support and communication assistance for SCCs;
  • recognition for the time commitment and school-based administrators;
  • in-school administrative support (e.g., school secretary); and,
  • operating expenses for individual SCCs (e.g., $2,000). 

The Local Accountability and Partnership Panel's final report and the Ministry's 2006-07 Funding Manual recommended that $2,000 per school year be provided to each SCC.  The board of education sets the amount of money provided to SCCs for operating expenses and approves poicies for the use of these funds.

As a result of changes to provincial education funding, 2009-10 and 2010-11 are transition years as the new funding distribution model is developed.  The distribution of provincial education funding for these two fiscal years utilized financial information provided by the school divisions.  Ministry staff met with each school division to discuss funding for 2010-11 between October 16 and November 2, 2009.  School divisions were given the opportunity to discuss their specific budget requirements, pressures, efficiencies, etc.  This review process will continue each year until a new education funding distribution model is developed and implemented.  Given that funding is based on the previous years’ expenditures, the amount school divisions previously spent on SCCs should remain within the overall amount.  It continues to be the responsibility boards of education to allocate funds to respond to local needs and provincial priorities.
