The Ministry of Education and the Federation of Saskatchewan Indian Nations (FSIN) established a formal relationship and signed a Memorandum of Understanding (MOU) in February 2003.  This MOU resulted in the creation of the Shared Standards and Capacity Building Council (SSCBC).  The work of the SSCBC is carried out by eight sub-committees which are co-lead by a Ministry of Education and First Nations Director of Education: Special Education, Curriculum, Early Learning and Childcare, Languages and Cultures, Assessment for Learning/Continuous Improvement Framework, Governance, Teacher Development, and Learning Technologies and Infrastructure.

SSCBC members support the concept of equity of benfit and opportunity, throughout the provincial education systems, at all levels.  The SSCBC seeks to identify and determine shared (campatible) education standards including supports and services, dimensions of learning program, instructional practice (and other topics to be identified by SSCBC) for Saskatchewan students attending either provincial or First Nations education systems.

The SSCBC includes officials from the Ministry of Education, First Nations Directors of Education, the Federation of Saskatchewan Indian Nations, Indian and Northern Affairs Canada and, the Office of the Federal Interlocutor.
